The EU Packaging and Packaging Waste Regulation (PPWR) became enforceable on 12 August 2026. Adopted in December 2024 and in force since February 2025, it replaces the previous Packaging and Packaging Waste Directive — and unlike a directive, it applies directly and identically across all 27 member states.
There is no grace period. All packaging entering the EU market must comply from day one.
What applies right now
The obligation that took effect this month is Article 5, on substances of concern. Packaging placed on the EU market must be manufactured so that the presence and concentration of substances of concern in materials and components are minimised.
Alongside it, producers must ensure packaging meets essential requirements covering design for recycling, minimisation standards and substance restrictions.
For beverage packaging specifically, this touches inks, coatings, adhesives and liner materials — the components most likely to carry restricted substances, and the ones brand owners are least likely to have documentation for, because they typically sit two or three tiers down the supply chain.
What has not arrived yet
This is where trade coverage has been misleading. Several of the most-discussed PPWR provisions are not in force:
- Harmonised pictograms — later phase
- Mandatory recycled content — 2030 and beyond
- Recyclability grading — 2028 onward
Implementation is phased through to 2040. If you have been told your labels must change this month, check which article that claim rests on. Design-for-recycling obligations apply now; the graded recyclability classification that determines market access does not.
Who is in scope
Manufacturers, importers, distributors and e-commerce operators placing packaging on the EU market are all covered. Two points are commonly missed.
First, importers carry the obligation. A producer outside the EU selling into it does not escape the regulation; the entity placing the goods on the market is responsible, and that liability is often accepted without being understood.
Second, e-commerce shipping packaging counts. The transit box is packaging under the regulation, not merely logistics material.
Practical steps for a small or mid-size producer
Get declarations from your suppliers, not assurances. A verbal confirmation from a label printer is not a compliance record. You need documentation you can produce on request.
Map your components. Most producers can describe their primary packaging accurately and cannot say what is in the ink or the closure liner. That is exactly where Article 5 exposure sits.
Do not over-correct. Redesigning packaging now for 2030 recycled-content rules that have not been finalised risks paying twice. Meet what applies; track what is coming.
Watch the public comment periods. Consultation on implementing guidance is ongoing, and the detail of how requirements are demonstrated is still being settled.
Why this is different from previous packaging rules
The change that matters strategically is harmonisation. The old directive let member states implement differently, which meant a producer selling into several countries navigated several regimes. PPWR replaces that with one rulebook.
For a small producer selling across borders this is a genuine simplification, even though the first year will not feel like one. The compliance work is front-loaded; the ongoing burden should be lower than the fragmented system it replaces.
